The `victim’and his relatives were squabbling over property and other assets worth approximately Rs 50 crore left behind by the deceased woman and hence, the huge sum was demanded by the revenue officer. The VRO was nabbed by ACB sleuths and remanded to judicial custody by a Vijayawada court on Tuesday. Though possession of a death certificate does not grant entitlement to properties of a deceased, in most villages the physical possession of a death certificate is an informal requirement for issuance of a `legal heir’ certificate. “So if you have a death certificate, the chances are that you will get a legal heir certificate. This may not be possible in cities but this is what happens in villages,” explained an informed source.

According to ACB DSP R Umamaheswara Sharma, Kanuganti Mahendra, VRO of Cheekateegalapalem village near Vinukonda, had demanded the huge sum from Annapureddi Nagireddy. The DSP said Nagireddy’s maternal aunt Madana Seethamahalakshmi and her husband Subbareddy owned assets worth nearly Rs 50 crore in the form of farm land and house sites in Visakhapatnam and Guntur districts.

While Subbareddy died long ago, Seethamahalakshmi lived with Nagireddy’s family till her death in May. The couple did not have any children and neither did they leave behind a will. Thus began the squabbling for the property.

Aware that there was a scramble for the property, the VRO originally demanded Rs 10 lakh to issue the death certificate and later brought it down to Rs 8 lakh after prolonged negotiations.

The SZC comprises Andhra Pradesh, Karnataka, Kerala and Tamil Nadu and the union territory of Puducherry.

The chief minister thanked the Union government for the gesture. “The main objectives of the SZC are to bring about national integration, enable the Centre and states to co-operate and exchange ideas and experiences and establish a climate of co-operation among the states for speedy execution of developmental projects,” he said.

Union home minister is the chairman of SZC, which was created by the first Prime Minister of India, Pundit Jawaharlal Nehru in 1956, according to a press note from the chief minister’s office.

Congress party state affairs incharge Veerappa Moily wrote individual letters to 12 Telangana ministers urging them to proceed to the assigned constituency and ensure the success of Congress candidates. They were also urged to involve MPs, MLAs and leaders in each district and tour the respective constituencies. However, chief minister K Rosaiah does not figure in the campaign list.

Analysts see this as a two-pronged strategy by the Congress high command to keep up the pressure on elected representatives from Telangana, who have been outspoken in recent times and also party MPs, MLAs, MLCs and ticket aspirants who have been cautioning the party against fighting the byelections.

Almost all T Congress heavyweights like K Keshava Rao, V Hanumantha Rao, G Sanjeeva Reddy, Nandi Yellaiah, Manda Jagannatham and Madhu Yashki (all MPs), K Jana Reddy, Uttam Kumar Reddy, Mallu Ravi, G Chinna Reddy and Mallu Bhatti Vikramarka have been roped in to campaign in the byelections.

Congress MP and Telangana protagonist Madhu Yashki Goud was the party high commands messenger who delivered these letters to Rosaiah’s cabinet colleagues and other campaign leaders in the city on Tuesday during his visit to the Assembly.

Minister Komatireddy Venkat Reddy has been made the incharge of Sirpur constituency, while G Vivek and Mukesh Goud have been made incharges for Chennur, Danam Nagendar for Macherial, P Sudarshan Reddy for Yellareddy, Madhu Yashki Goud for Nizamabad Urban, R Venkat Reddy for Korutla, J Krishna Rao for Dharmapuri (SC), D K Aruna and Sunitha Lakshma Reddy for Vemulawada, D Sridhar Babu, Sabitha Indra Reddy and Damoder Raja Narasimha for Siricilla, Ponnam Prabhakar and Mallu Bhatti Vikramarka for Huzurabad, J Geeta Reddy, Sarvey Satyanarayana and T Jayaprakaash Reddy for Siddipet and Ponnala Lakshmaiah, S Rajaiah and Baswaraj Saraiah for Warangal West.

Moily asked ministers and MPs to pay concentration on Sircilla, where a keen contest is likely on cards as TRS president KCR’s son K Taraka Rama Rao is fighting for a re-election.

Other Congress leaders who find a place in Moily’s campaign list include G Sukhendar Reddy, Komatireddy Rajagopal Reddy, Anjan Kumar Yadav, P Shashidhar Reddy, V Bhupal Reddy, P Kista Reddy, T Narsa Reddy, G Mukund Reddy, Vanama Venkateswara Rao, Husnabad MLA A Praveen Reddy, Gandra Venkatramana Reddy, D Sudheer Reddy, D Vittal Rao, P Vishnuvardhan Reddy, M Kodanda Reddy, Atram Sukku, T Rajaiah, Suresh Shetkar, D S Redya Naik and a few former ministers, MLAs and MLCs.

It also asked MLAs and MPs of Telangana who do not figure in the party’s campaign list to form teams and tour all constituencies. The ministers will start their campaigning from July 17.

The first village to pass such a resolution, according to the TRS candidate Ravinder Reddy, was Timmareddygudem in Ellareddy constituency in Nizamabad district. Reddy told TOI over phone that about 2000 voters participated in the meeting and pledged to vote for TRS. All voters signed a letter which says that “the gudem people unanimously decide to vote for TRS and reject other parties in the byelections.” (Maa votes anni TRS party ki. Pratipaksha party lanu vyatirekistunnamu).

Taking cue from the tribal-dominated village, majority of village panchayats adopted resolutions and were being forwarded to TRS candidate, he claimed. Reddy said that village heads and community leaders held the meetings in majority of the villages since Monday and handed over the resolutions to him. More than 50 per cent of village panchayats out of 60 have already supported TRS unanimously. “It was a new trend in electoral politics”, he said.

When contacted on phone, Timmareddy village head A Venkaiah said, “It was the duty of every Telangana citizen to support TRS. While a 50-year-old woman Laxmi Naik said “his two sons who were post graduates were still unemployed. Formation of separate Telangana will only render justice to them. She said she would vote for TRS only”.

Meanwhile, Congress candidate Mohd Shabbir Ali, who went to Ellareddy constituency, according to Ravindra Reddy, faced resentment from the people of Gidda village. Not many turned out for his meetings, Reddy said.

TRS also claims that in Siddipet constituency, where TRS senior leader T Harish Rao is pitted against TDP leader and film actor Babu Mohan, 40 villages have adopted a resolution in favour of TRS contestants. In Huzurabad constituency, 30 villages came out in support of TRS candidate E Rajendar. In Sirpur, 25 panchayats extended support to K Sammaiah.

Both KCR and Vijayashanthi will wind up their poll campaign at Manchiryal and Medipally in Vemulawada constituency respectively on July 25, the last date for election campaign.

హైదరాబాద్, జూలై 22 : తెలంగాణలో ప్రస్తుతం జరుగుతున్న ఉప ఎన్నికల్లో తెలుగుదేశం పార్టీ చిత్రమైన పరిస్థితిని ఎదుర్కొంటోంది. తెలంగాణ అంశం చుట్టూ పరిభ్రమిస్తున్న ఈ ఎన్నికల్లో తనకంటూ ఒక ప్రత్యేక ఎజెండా లేకపోవడంతో సంస్థాగతంగా ఉన్న బలాన్ని నమ్ముకొని ఆ పార్టీ పోరాడాల్సి వస్తోంది.

తెలంగాణలో టీడీపీకి సంప్రదాయికంగా ఉన్న బలం తక్కువేమీ కాకపోవడంతో మెజారిటీ నియోజకవర్గాల్లో ఆ పార్టీ అభ్యర్థులు ప్రత్యర్థులకు సమవుజ్జీలుగా నిలిచి సవాల్ విసురుతున్నారు. శ్రీకృష్ణ కమిటీ పని నడుస్తున్న సమయంలో ప్రజలు తమకు ఓట్లు వేస్తేనే తెలంగాణ అంశం నిలబడుతుందని టీఆర్ఎస్ ఈ ఎన్నికల్లో ప్రచారం చేస్తోంది.

తెలంగాణ కోసం రాజీనామా చేసిన తమ త్యాగం వృధా పోనివ్వవద్దని ఆ పార్టీ అభ్యర్థులు కోరుతున్నారు. మరోపక్క తెలంగాణ తెచ్చేది, ఇచ్చేది తామేనని కాంగ్రెస్ అభ్యర్థులు ప్రచారం చేస్తున్నారు. ప్రభుత్వ పథకాల ద్వారా లబ్ధి పొందే ప్రయత్నాన్ని కూడా వారు గట్టిగా చేస్తున్నారు. కానీ టీడీపీకి మాత్రం ఈ ఉప ఎన్నికల్లో ఇంత స్పష్టమైన నినాదం లేదు.

తెలంగాణ కోసం తామూ పోరాడుతున్నామని, ఇతర పార్టీల మాదిరిగా తెలంగాణ అంశాన్ని రాజకీయ ప్రయోజనం కోసం వాడుకొని వదిలివేసేవారం కాదని వారు చెబుతున్నా ప్రత్యర్థి పార్టీల ప్రచార హోరు ముందు అది అంత గట్టిగా వినిపించడం లేదు. తెలంగాణ ఉద్యమం సమయంలో జేఏసీలో చేరి ఉధృతంగా పనిచేయడం ఇప్పుడు వారి ముందరి కాళ్లకు బంధంగా మారింది.

ప్రస్తుతం వసూలు చేస్తున్న చార్జీలతో పోలిస్తే.. ఈ చార్జీల్లో సరాసరి యూనిట్‌కు 43పైసల చొప్పున పెంచింది. కనిష్ఠంగా 25 పైసల నుంచి గరిష్ఠంగా 60 పైసల వరకు ఈ పెంపుదల ఉంటుంది. హైటెన్షన్-2 విభాగంలో పారిశ్రామికేతర వాణిజ్య సంస్థలకు యూనిట్‌కు 50 పైసల చొప్పున ధర పెరగనుంది. ఈ వ్యాపారమంతా.. మధ్యతరగతి కుటుంబాలపైనే ఉంటుంది కాబట్టి, పెరిగిన చార్జీల భారం మధ్యతరగతిపైనే పడనుంది.

ఇక చిన్న పరిశ్రమలు/వాణిజ్య సంస్థలు వంద యూనిట్లకు మించి అదనపు విద్యుత్ వాడుకుంటే.. వినియోగించుకునే ప్రతి యూనిట్‌కు ప్రస్తుత ధరపై అదనంగా 30 పైసలు చెల్లించాలని ఆదేశించింది. హైటెన్షన్ సాధారణ కేటగిరి కింద విద్యుత్ పొందుతున్న భారీ పరిశ్రమలకు ఇప్పటి దాకా ఇస్తున్న లోడ్ ఫ్యాక్టర్ ఇన్సెంటివ్ (ఎల్ఎఫ్ఐ) స్కీంను ఈఆర్‌సీ రద్దు చేసింది.

మరోవైపు టైమ్ ఆఫ్ డే (టీవోడీ) పేరుతో సాయంత్రం 6 గంటల నుంచి రాత్రి 10 గంటల వరకు సరఫరా అయ్యే విద్యుత్‌కు యూనిట్‌కు అదనంగా మరో రూపాయిని పరిశ్రమలు చెల్లించాల్సి ఉంటుంది. 11 కేవీ, 33 కేవీ, 132 కేవీ సరఫరా లైన్ల నుంచి విద్యుత్ పొందే సాధారణ కేటగిరి పరిశ్రమలన్నీ తమకు సాధారణంగా పెంచిన ధరతో పాటు టీవోడీ ధరనూ ప్రతి యూనిట్ వినియోగంపై ఇక అదనంగా చెల్లించక తప్పదు.
